Hi Guys,
We recently purchased a house and the bathroom had sewer smell most of the time. I removed the toilet and noticed there's no flange but I do see a black rubber seal inside the pipe ? Does it need a flange and wax ring? Please help how to approach this?

It is worth noting that plumbing is a licenced and regulated industry with stringent codes and practices that must be adhered to.
Unfortunately, I'd suggest this is a job best left to the professionals to ensure a quality repair that complies with all necessary regulations.
With this style of toilet, it's likely your plumber will need to install a Holman 100mm DWV Rubber Pan Collar.
This should however be confirmed with a suitably licenced plumber.

Unfortunately, I don't have a guide on how to insert the pan collar as it is generally done by licensed plumbers.
I'd encourage you to contact a plumber for assistance with this issue to ensure you have a warrantable installation that meets all relevant building codes.
I believe they will clean up the pipe that is in the ground then prime the pipe and pan collar with Protek 125ml Red Priming Fluid. Once primed, they'll apply Protek 125ml Type N Blue Cement Solvent before inserting the pan collar, rotating 90 degrees to create suction between the two and allowing to dry.
If you needed to find a plumber to assist, I'd suggest using a service such as HiPages or True Local to find someone that is local to you.
