I have a two bdrm townhouse and I wanted to put a window aircon in upstairs, would i be better off with it hanging from above window or on a shelf typ ...

Without knowing anything about your townhouse layout, I don't think there's much chance that any unit will cool upstairs and downstairs @xavierandmum. ...
