Thank you for your question about how to remove a bracket.

As the bracket has been attached to masonry, I suspect you are looking at a hammer in masonry anchor like these Macsim 50mm Masonry Splitz Anchors.

You could try using a hacksaw to cut the head off, but I suspect you wouldn't have a great deal of success. 

Unfortunately, the only way I'm aware of dealing with these is by cutting the head off with an angle grinder and either driving the shaft deeper into the hole or drilling it out before covering the hole with a suitable filler.

I have basically similar ideas as with @JacobZ . I would try drilling out the head of the fastener with a sharp metal drill bit about little smaller than the fastener head. Then the plate would come off. If thats not successful, a 2mm metal cutting grinder disc between the bottom of the fastener head and the metal plate. Make sure you have your PPE on and watch the direction of the spark. You don't wont them spraying on the glass or it will pit. Also make sure the disc is as flat as possible during the cut as that can fracture if twisted. You wont need much pressure during the cut.

I wonder if you managed to slip two larger flat blad screw drivers between the blind backet and the top of the window and levered both together if it would gradually ease out? Worth a try before going with the grinder idea from @JacobZ and @Nailbag. Im hoping its a predrilled hole with some rawl plug and then a pin fired up into it more then a straight metal pin fired into the masonary. Either way works
