Hi @Memory,
My advice would be to work out the distance from your skirting board to the floor in each situation (tiles or carpet).
Bearing in mind you need about a 3-4mm gap for thermal expansion of the floor and the coverings
Measure that at each end of the walls and snap a chalk line to give you your top of the skirting.
I'm not sure if you could hire a laser level at all, the chalk-line requires two people to use it and if it isn't done correctly in the first place, could muck up your line.
What sort of skirtings do you have in mind?
Are they simple coved profiles that are only 100mm high or are they quite definite profiles that might take some work to fit?
A photo or two of what you are thinking would be great, so that we're all on the same page here.
Cheers,
Mike T.
