Looking for a permanent solution to fix a stormwater piping which has moved away from the house gutter.

Welcome to the Bunnings Workshop community @eaj2809. It's wonderful to have you join us, and many thanks for your question about fixing a downpipe.
The easiest option here is to measure the pipe in the ground and pick up a suitably sized PVC slip coupling joiner. The lower pipe can then be cut, and the joiner inserted, allowing the raising of the lower fitting to the correct height to join the downpipe. The joiner will be glued in position with solvent cement. The metal downpipe can be sealed into the PVC pipe fitting with silicone.
Check with your local building authority to find out whether a licensed plumber is required for these works. If you do attempt this project yourself, remember your PPE, including a face mask, safety glasses and gloves.
