Is it possible to get some more photos, it's hard to tell what we're dealing with from the one you've provided.
Are you aware of what type of glue is on the floor? Is it raised, or has it stained the vinyl?
I'd suggest you might have some success using an adhesive remover such as Goof Off combined with a light abrasive pad such as these Scotch-Brite Non-Scratch Scourer Pads and a paint scraper such as this Trojan 6 In1 Multi Paint Scraper.
Make sure to follow the manufacturer's instructions for use and wear any relevant personal protective equipment, specifically gloves.
