Firstly, can this product be used for exterior decks and fences that are exposed to sun and rain?
Secondly, can I thin it out with linseed oil and turpentine for spray application?

That product is perfectly fine for use on exterior decks and fences as it's developed to withstand the elements. Remember, the same as any other oil coating on a deck or fence, you will need to do a yearly reapplication depending on the severity of the exposure.
Typically, we don't spray oils, and they should be applied with a brush or applicator pad. Spraying does not apply enough product to soak sufficiently into the timber. I've spoken to British Paints to confirm, and they do not recommend spraying their product.
