You would need to follow the pipe up to see where it terminates. If the pipe you have circled in yellow travels up and has a vent outlet at the top, then it's entirely likely that it is a sewer vent pipe.

Hello, thanks for your reply. The pipe starts where it is rusty at the base at cement mound and travels up from downstairs apartment past upstairs apartment to the rooftop. The building is 100 years old and the pipe is not pvc
So, I need to know if it is a sewer vent pipe so that I can let my Owners Corporation know. After that I need approval to go ahead and repair it

It seems likely that it is a sewer vent pipe, but you would need to check with a plumber or the original construction plans to confirm this.
Do you or your owner's corporation have a copy of the construction plans showing the pipes?
This would be a good place to look before engaging a plumber for their assistance.
