I has some tops that need to be secured. I have liquid nails for the tops that have just come loose but I would have to cement the 2 tops on the top of the stairs.
I think this maybe a design problem as I would think these tops are not made to walk on and looking at maybe something more than just cement to fix these 2 tops or is there a better solution?

I'd suggest that the most straightforward solution would be to either glue the caps in position with Liquid Nail Landscape or bed them back into position with mortar. You can paint some Bondcrete on the lower blocks and underside of the caps to increase the bonding strength of the mortar.
How long were the caps in position before becoming dislodged? If it were a significant amount of time, I'd suggest re-installing with the mortar as they were initially.

a long time again, the caps are missing and so is the concrete that held them down.
