Two questions:
first, How would I go about repairing this concrete cylinder?
second, I want to paint the cylinders once fixed. What products and process would you recommend for this?

Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your questions about your concrete cylinders.
For the broken cylinder, I suggest digging it out and cleaning it with water and detergent. Once it has dried off, I recommend using Selleys 415g Liquid Nails Landscape Stone Concrete Adhesive to join the broken pieces together. Use a ratchet strap or rope to compress the cylinder, this will also prevent the pieces from falling off while the adhesive cures.
Generally, it would be better to remove all the cylinders from the soil if you are planning to paint them. Give them a good wash with water and detergent, this will prepare the surface of cylinder for painting. Removing the cylinders from the soil prevents moisture from pushing the paint off the face of the concrete cylinder.
When the cylinders are dry, I propose using Crommelin 1L Exterior Grade Brushable Waterproofer on the inside of the cylinders. This will prevent water from the soil to travel through the cylinder and push the paint off the surface.
For the surface of the cylinder, I suggest using Dulux Weathersheild. It is suitable for most exterior surfaces – including timber, brick, concrete, fibre cement board, masonry, steel (including Colorbond®, Colorsteel® and Zincalume®) and galvanised iron.
