Been a few years now, however noticed paint cracking and peeling around lower bottom railing in patches. Originally used Dulux weathersheild low sheen. The other parts of the balustrades look in good knick. Will just giving it a light sand on the affected areas and recoat with the weathersheild do the job sufficiently.

The method you have describe should be sufficient, but you should ensure you remove all of the flaking paint. It would also be beneficial to add a coat of Zinsser Bulls Eye 1-2-3 Undercoat Primer And Sealer Spray to promote good ahesion and create a flat smooth surface to paint over.
