how do you repaint stencilled concrete. It’s light blue colour with texture and dog pee stains and a few 1mm wide cracks. Would like to keep the tile look but change to charcoal colour

Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about your stencilled concrete.
Painting over the stencil is possible, but the one of the main issues of painting is compatibility. The stencil acts as both sealer and cover, anything placed on top of it may or may not work as it is impossible to tell if the paint will adhere to the surface or peel off several months down the road. Using a stronger chemical-based paint sealer has its own side effect and that is it could destabilize the stencil and cause it to chip or crack due to unforeseen chemical reactions.
If you can track down the original stencil manufacturer, they should have a compatible paint cover for your stencil. Another option is to clean the surface with a water blaster. The final option of course is to remove the stencil mechanically and repaint the concrete surface. But should you decide to take chance and use a paint product, please keep in mind that it will void the products warranty.
