Wicker furniture is not renowned for being great out in the weather. It's more suited to being used in enclosed alfresco areas.
One way to provide weather resistance is to coat the chair with tung oil. This will inhibit some moisture from entering the fibres but won't stop moisture absorption in heavy downpours. Alternatively, you could use an exterior timber varnish. However, unlike oil, if the varnish deteriorates, then it needs to be sanded off and re-applied. This would be incredibly difficult to do, given the woven fibres.
My advice would be to keep the furniture in a protected area and if it is to remain out in the weather use a furniture cover.
