Hello @janemythien
It appears your furniture has been exposed to the weather for quite some time. I suggest sanding it down thoroughly and applying a new sealer or paint to its surface. The general steps will be to sand the timber chairs back to wood or until all the old coating has been removed. I suggest investing in a detail sander such as the Ozito 200W Detail Sander. It comes with a packet of sandpaper that should be just enough to do your timber chairs.
Once they are fully sanded, I recommend wiping them free of sanding dust and finding a spot in your garage where they can be painted without being exposed to the elements. In regards to the type of paint I propose looking at furniture oil, varnish sealer and outdoor paint.
