I have a small balcony with floor tiles, we were going to use an Ekodeck from Bunnings but the balustrade height would become a safety issue. So then we thought paint the tiles with a tile paint. Similar to the paint you use internally for tiles but a man external version.
Please advise if this is a possibility?

Are these glazed tiles? Exterior floor coatings are typically designed for porous materials like pavers or concrete. The glaze on tiles inhibits the coating's ability to bond sufficiently. There are products for interior tiled floors. Unfortunately, these are not designed to sustain the rigours involved will exterior use.
The only way you could get an exterior floor coating to bond to the tile would be by completely grinding back the glaze. It would be far easier to re-tile the area than to go this route, and you'd get much better results.
