I have a fence made from besser blocks. It’s an eye sore and I was hoping to make it kid friendly by adding a chalkboard. What materials do I need? Are their weatherproof chalkboard panels I could use or is paint better?

Welcome to the Bunnings Workshop community. It's wonderful to have you join us and thanks for sharing your question about hanging a chalkboard outside.
To keep it simple I suggest using 2440 x 1220mm 12mm Plywood Hardwood Marine AA Grade. This board is rated for outside use and can be painted over. The issue with this particular project is the use of chalk paint. The Dulux Design Black Chalkboard Paint is a water-based paint that is designed for interior use only. You can use it for a while, but eventually it will start to deteriorate because it is not meant for outside use. I'm currently not aware of any weatherproof chalkboards at the store. If you wish to go through with it, I suggest using Ramset plugs in combination with coated screws.
Have you considered using Jack Matrix 2410 x 1205mm Charcoal Rainforest Screen Panel With Frame to cover the Besser blocks?
