Hello @Buncarwal welcome to Bunnings Workshop Community, is this what you were thinking of for axles?  I remember repurposing old pram axles in my youth to build our various contraptions.

I Offer a  12mm threaded  rod  as a solution as it is reasonably robust and  the 12mm or 1/2 inch shaft size will suit a  range of bunning wheels off the shelf you may like.

The threaded rod  also gives you simple nut and washer screw on options to sandwich the wheel in place with nuts and washers.

Allow me to welcome you as well to the Bunnings Workshop community. It's marvellous to have you join us, and thanks for sharing your question about axles for a billy cart.

 

It's great that you've received excellent advice from @DIYGnome and @Jewelleryrescue. Just to add to the suggestions made, I recommend having a look at the Move It Hollow Axle set. I also propose using wheel sets with bearings in them for maximum performance.

 

It sounds like an exciting project, please don't forget to post an update once the billy cart is built.
