I need advice on what product I can use to fasten new rubber booties to my fishing waders.

Does the waders or booties manufacturer have any recommendation as to what product can be used? Once you work that out, we can determine if a product is available that can be used. I imagine it would be some kind of contact cement, so you might like to check out ADOS 500ml F2 Contact Adhesive or Selleys 50ml Glue Shoe Fix Contact Adhesive. The Shoe Fix product will bond with most plastics, rubber, leather and canvas, but it's not designed for continuous submersion. If the booties are PVC and not rubber then you'll likely need a specialised product specific to this purpose.
The seam once submerged under water will be under pressure and water will try to get through it, so the contact adhesives we have might only have a limited lifespan under those conditions. If in doubt it might be best to take the waders to a professional cobbler that specialises in material repairs.
