We live in an apartment on the top floor (4th) we are exposed to the elements with no cover whatsoever on our balcony. Yet it has aesthetic structure. We have tried many places yet no none seems to be able to help. On how we can have a cover fixed to the structure to give us some protection

This way, they'll have a clear understanding of your requirements, and you'll have peace of mind knowing the alterations are approved and won’t cause issues down the line.
With proper preparation and clear communication, the tradespeople can then construct a cover that fits your balcony and gives you the protection you’re looking for.
