My driveway is lower than the neighbour side.
The concreter has poured near to the boundary fence as shown on photo. What would you suggest to do the retaining wall on this area?

I like using besser bricks as they are large cheap ($3.50ea ) and sturdy but an ugly grey cement looks I then like to tile/ clad over them to make them look a million bucks. You already have the cement foundation that will take at least 2 besser blocks high thats 400mm height wall along the fence. Not higher than 3 blocks of 600mm as the concrete slab may not be thick enough to support a heavier wall and crack.
400mm is also an ok seating height if you wanted to incorporate some wider seating. Besser sell capping stones for the besser range to at bunnings.
Come in with the wall 300mm- 500mm off the fence and build the wall you can make a neat and pretty raised garden bed for some plants to breakup the harsh fence line.. The large square holes in the top of the besser wall bricks are great for planting it small herbs etc too.
You can use other stackable cement wall blocks they are usually about $15 a brick ea and are heavier but they don't need mortar to lay them and you could make it in one day.

Is there any space between the concrete and the fence at all? It is hard to tell from the angle of your photo.
If there is space, you could concrete in sleeper posts and then build your retaining wall with timber sleepers. Check out How To Build A Timber Retaining Wall for some guidance.
If there is no space, you may need to use retaining blocks attached to the driveway with mortar.
