Does anyone know how to remove this stormwater lid? It got stuck, possible to turn clockwise or anticlockwise 15 to 30 degree, but definitely not coming up at all!

Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about your storm water drain cover.
By turning the cover 15 to 30 degrees you've actually unlocked it, and it just needs to be lifted out. I propose using long nose pliers to grab on to the grill and lifting the lid out, but there is the danger of snapping the grill itself due to its age. If it does break, I suggest bringing the old grate cover and compare it to the floor grates at the store and see if its compatible in size with the ones available. My only other suggestion is to change the storm water drain with a new drain.
