Hello,
I am wanting to patch these vent holes and not sure how to match the texture on the rest of the ceiling. It may have been done with paint?

Before you begin any work on your ceiling, I suggest having it tested for as asbestos first. If the results are positive, you'll need to engage the services of an asbestos removal company. If the results are negative, you can easily cover the vent cut out with a piece of repair plaster. I suggest having a look at this discussion - How to fill hole from ceiling fan? by @tarragindi_haus. I've drawn up an easy visual guide on how to cover a hole in your ceiling in that discussion.
In regards to the finish of your ceiling, I propose using a thick paint brush and try to swirl the brush when applying the paint. I'm not sure what medium they used to create the swirls on your ceiling. But your goal is to give the impression that it has the same finish.
