You should find this step-by-step guide useful: How to fix a hole in the wall. Using a Pfeiffer 10cm Plaster Repair Wall Patch would make the process quick and easy. You'll want to remove that loose section of plaster on the right, as it looks like it's only attached by the paper coating.
If you have any of the chipped paint, make sure to keep it in case you need a colour match for your wall paint.
