i have a wooden framed mirror and I want to change the color from brown to black, what is the best way to do this.

Do you have some photos of the mirror that you could share? This would certainly help our members offer their best advice. Let me know if you need some help with this, I can assist if required.
There are two main ways that you can do this: either paint or stain the timber.
If paint is your choice, then you would start by preparing the timber. Fill any holes with timber filler, sand the timber and filler smooth, then prime and paint with two coats of your chosen paint colour. Porter's Paints are a great choice for furniture. Start by applying a coat of Porter's Paints 400ml WB Prepare & Prime followed by your choice of black paint from the Porter's range. Make sure you tape off the mirror to prevent any paint from getting where you don't want it.
If you wanted to stain the timber, you would follow the same steps to prepare the timber, then use a dark stain like Feast Watson Black Prooftint Interior Stain to colour the timber. Once stained, you can then apply a sealer such as this Cabot's Matt Water Based Cabothane Clear Interior Varnish.
