Use at first some mild detergent in a bucket and your clean broom or a new broom gentle spot cleaning at first/
You might like to try some sugar soap on a clean broom (prewashed). The use the broom dipped in sugar soap solution on the marks from floor level as a bonus no stools or ladders.
You may need to wash the entire roof space as some times cleaning leaves white clean patches that look just as odd a black marks,
Failing all this the only option is a stain blocker under coat paint (oil based and a bit smelly but the strongest) followed by a new coat of ceiling paint.

To tackle the stains on your kitchen ceiling, it’s important to first identify the cause. They could be oil stains, general grime, or a result of cooking residue over time. Have you already tried any cleaning methods?
@Jewelleryrescue made a great suggestion, and I’d recommend starting with Sugar Soap. It’s excellent for breaking down grease and grime. Dilute it as directed on the packaging, apply it with a sponge or cloth, and gently scrub the area. Be sure to rinse with clean water to remove any residue and allow the ceiling to dry completely. If the stains persist, you might need to reapply or consider painting over the area with a stain-blocking primer.
