Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about building a water wheel.
I'm sorry, but I am unaware of a course that offers the construction of a water wheel for your pond. In this particular instance, I propose engaging the services of an engineer or a drafts person as building such a large device will require engineering knowledge.

I think you will struggle to find a specific course @jarrahwaters, but there are quite a few how to's on YouTube. Just type in "How to make a Pond Water Wheel"
This one looked quite good with a series of steps over seperate videos.

Ive looked at waterwheels myself for years, love the idea and look of them. I have noticed a lot of people building to different designs and sizes. Everything from just spokes with cans on the side and a tilting mechanisim to full on paddles.
Maybe start with a sketch pad, for narrowing down the size of your wheel, and also how you large a feed of water you want to make it flow.
A local mens shed could also help you out with the design and build of the wheel.
