I have a snow white garden statue that is hollow and no access to inside.
not sure of the material but is quite thin but base seems to be cement
There is a hole in her dress and need advice if there was is any way to fix it.

Now thats an interesting question
I am thinking of a thin piece of fishing line tied to the middle of a match (head has been removed from the match.)
You poke that through the hole and then pull on it while using Selleys 150g White No More Gaps Multipurpose Gap Filler Tube to fill the area.
You could tie off the line to something solid (chair) and then move the statue backwards so the line is tight to keep the matchstick in place.
Once the no more gaps has cured, slice off the fishing line with a stanley blade/scalple
And seal plus paint
She will be back in the garden no time! The matchstick is to give a solid backing to the plug is all so the glue dosnt keep pushing into the statue when wet.

@Dave-1 has just gotten ahead of me with the solution I was going to propose. Just to add to the recommendation made, as a secondary option, I recommend looking at PC-11 56g White Epoxy Paste as it can be moulded into shape like playdoh.
