How much Bondcrete Cement Additive would need to add to a 20kg bag of Mortar?

G'day, I want to cement a stone border along a concrete path. I did some using only Morar. The stones do not stick very well. I want the rocks to stay in place even if a child stands on them. Any other suggestions that would help, please?
