How to fix flaking paint on door?

My sister in law is having some trouble with flaking paint on the door - she did take off a draft sealer which obviously contributed to the issue but I think it might need a sand, primer and paint - any advice?

It sounds like you are on the right track. The paint is obviously not well adhered and removing the seal has likely begun the delamination process. I'd recommend you scrape the area back to see if you can reach more solidly bound paint. Sand the area smooth with 180-grit sandpaper.
