The cracks are a phenomenon called crazing. They are typically caused by thermal stress. This is when the ceramic material is exposed repeatedly to hot and cold temperatures. This happens under the glaze of the basin and that's why it still feels smooth to the touch.
Because it's under the glaze there is no way to repair it, however, you can cover and recoat the basin with White Knight 500ml White Tub And Basin Paint. It dries to a tough, tile-like finish to restore previously discoloured surfaces.

What's the finish like with the best tub and basin paint like? Will it have a smooth ceramic-like glazed appearance or will it look like paint? Will there be brush strokes or is the paint completely self-levelling?

Both products have excellent finishes, especially if you use a roller. The paint is self-levelling to a point, but if you are after a fine finish, I suggest investing in a paint sprayer. My best advice is to practice with ordinary paint first and painting perhaps part of your fence. This will help you familiarize yourself with the sprayer's settings and specialty functions.
