bathroom ceiling

 I had painters in to re paint the bathroom ceiling, the panel on the roof was corroded prior to painting and they said they would use a paint for bathrooms so it wouldn’t happen again. But after 14 showers it already looks like this. How can this be properly fixed?

Can you please confirm that this is a metal panel? Do you know what prep work the painters performed last time?
