How to restore rusted toilet pipe?

What is the best way to restore this rusted pipe? Can the rust be removed and repainted? Any process and product recommendations appreciated.

Welcome to the Bunnings Workshop community @DIYsavvy. It's sensational to have you join us, and many thanks for your question about restoring rusty metal.

You could certainly go to the effort of scraping and sanding all the current paint and most of the rust off the pipework. You'd then convert the remaining rust and paint. 

The other option is to enlist the services of a plumber to see if they can cut the steel pipework off and replace it with PVC.
