I'm trying to change the washer on this wall tap (laundry), but I can't get the flange off. It has a spring but also seems to be stuck by the white plastic ring wrapped around the spindle. The cylindrical spindle surface seems to be smooth where the ring is, as far as I can see. I have tried to directly pull the ring off the spindle (by forcing the spring-loaded flange towards me), but this didn't seem to move the ring at all. I have not yet tried WD40 or the like. The front face of the ring has four radial projections sticking out. And since the ring is recessed inside the flange and difficult to access, I'm wondering whether some kind of tool is needed to unscrew the ring from the spindle? Don't want to break anything. Would really appreciate any advice.

Given that you've already tried pulling and observed the four lugs on the fitting, it does sound like it might be screwed on. Considering the potential age and fragility of the plastic, your caution is well-founded. Spritzing some WD-40 into the area before attempting to unscrew it is a good idea—it could help loosen any debris or corrosion that's holding it in place.
As for tools, there's no specific tool designed for this situation that I’m aware of, but it could have been some type of proprietary item. You may need to use a pair of needle-nosed pliers to grip the lugs gently and attempt to unscrew the ring. Be careful not to apply excessive force to avoid cracking or damaging the plastic.
