I noticed that screw at base of toilet base was protruding. When I went to check it, I realised that it is broken.
Other side screw is connected but moving freely.

How much should I expect to spend to get it fixed?

I'd suggest having a read through How to cover little holes on side of toilet where my colleague @EricL has explained what these holes are and their purpose.
Really, the screws serve no function beyond covering the hole. They are purely aesthetic in nature so if you wanted to you could put the screw you've photographed back in place or remove them both so they match.
