Welcome to the Bunnings Workshop community. It's marvellous to have you join us, and thank you for sharing your question about fixing the silicone around your basin.
In order to remove the existing silicone around your basin, I suggest using a Trojan Safety Scraper With 5 Blades in combination with CornerTape Standard Silicon Remover. Once the silicone has been removed clean the area very well with a clean rag and DIGGERS™ 1L Methylated Spirits before you apply a new bead of silicone.
One way to keep a neat line around your basin is to use masking tape on the vanity top and basin. Once you've applied the silicone and removed the excess make sure to remove the masking tape as soon as possible.
