I have just had my Laundry screeded and tiled. When I pore water through the bottom of cabinet directly behind drain (plumbing not connected yet ) the water flows under the cabinet but away from the drain not towards it!!
My understanding the purpose of screeding is to allow a fall to direct water towards the drain not away.

Thank you for your post and welcome to the Bunnings Workshop community.
It is not necessarily a requirement for a laundry floor to be graded towards a floor waste. It is possible that this waste is not there to act as drainage, but rather an inspection point, or a trap for containing gases from waste water.
Unfortunately, I do not have access to the Australian Standards that outline the building requirements relating to this.
As the work was only carried out recently, I would suggest speaking with the installer about what you've found and whether this waste's intended purpose is to drain surface water.
