The bathroom window has external shuttle. Control opening and shutting from inside, by pulling the strap to open or release the strap let shuttle down. Now the strap is broken, how to insert the strap back or what is best way to fix? Note the top reel both side is not screws. See attached photos.
If we can fix it, save us money to get shuttle company come to fix. Thanks.

Thank you for your question about repairing the pull cord for your external shutters.
I suppose you could sew some string to the end of the part of the strap that has snapped off, put the string up through the mechanism and use this to pull it through.
Once through, you could sew the two broken pieces back together, but I imagine this would eventually fail as the same broken point would be running over the mechanism the majority of the time.

I have a similar deal for my shutters.
I have replaced the winding mechanisim by myself. It wasnt hard.
I did this by going into the company and having a chat, I was lucky I could buy spare parts from them and they gave me some pointers.
So my suggestion is to find a company that supplies those shutters and have a chat. I dread having to change the actual strap as that means I will have to take the cover off outside and see how its all fixed. Presumably you can feed it through the existing hole but I havnt had tro yet so cant give you any ideas.
Since your strap has snapped, take that with you when you go so they will be able to know the model/type of what you have (leave the mouning screws somewhere safe or part way back into the correct holes)
I was surrprised for the cost of the strap but still it was worthwhile me switching out the mechanism as it ages and becomes brittle.
