I need some advice on how to fix these holes? Wanting to fill the larger one with some sort of cement with a plaster over the top? I've read so many different recommendations. The sections that require filling are circled.

You could fill the larger holes with Timbermate 500g Concremate Expanding Cement. Don't make your mixture too wet, or you'll have trouble keeping it in place on a verticle surface. Once the cement-based filler has cured, you can go over the area with a plaster base coat. You'll then finish with a thin topping compound to smooth the area out.
The alternative to plastering the area is to fix a plaster sheet to the wall with adhesive. This would likely be a much simpler approach.
