I think you mean dish washer just to clarifiy
That little pipe on the side is designed for that sticking up at a 45 degree angle.
The trick with that is you have to drill into the plastic hole with gentle care. to open it up for the waist water to flow before you attach the dish washer hose.

Here's a helpful guide: How to connect a dishwasher. It's essentially the same process as your washing machine.
@Jewelleryrescue is on the money. It looks like the spigot has been used before, so there's likely no reason to drill it out if it is already open. Just push your waste hose on and hold it in place with a hose clamp.
