Welcome to the Bunnings Workshop community @Robdee. It's terrific to have you join us, and many thanks for your question about hot water heaters.
The difference between the Dux 21L/min Continuous Flow Water Heater - 60° LPG and Dux 17L/min 60° LPG Continuous Flow Water Heater is in their ability to flow a certain volume of hot water per minute. The 17L/min version would only suit a single-bedroom apartment or granny flat with one occupant. You'd need the 21L/min for two occupants or might even like to look at the 26L/min. For a family of five with multiple bathrooms, it's not uncommon to see multiple 26L/min units installed.
Please let me know if you have any questions.
