Please how can I repaint window frame here including metallic winder white colour. Thanks

Painting that frame and winder is pretty straight forward.
You seen the sanding blocks?
Grab one of them and lightly sand the old paint this will clean it and knock off any rough bits all in one go.
Now use an outdoor acrylic paint as the should last 20 years in the sun. Grab a 30mm wide brush and off you go 2 coats an hour apart on a warm day.
Ps no need to sand metal just paint you may want to mask off the glass and anywhere else for clean paint lines and inside use drop sheet n the floor.
Exterior paint comes in semi gloss, low sheen and all the colours of the rainbow so have fun.

It's great to see that @Jewelleryrescue has already provided some helpful advice @ELI5.
For the window winder, my preference would be to give it a sand to scratch the surface up slightly and spray it with enamel paint. It's much better at withstanding knocks and damage than the water-based exterior paint. If you want a product that will do both the inside and outside, I'd go with Dulux Aquanamel.
