I have connected my haier hwt60aa1 toploader to the cold water - but for the hot there is a blanking cap/stopper there. Do i remove and connect or just leave hooked up to the cold?

If your washing machine has a hot water hose, then the intention would be to hook it up. To use that tap, you'd need to undo the cap, exposing the threads. Once the cap is removed, it would be the same installation procedure as the cold side.
