Thank you for sharing your question about ceiling mould. Unfortunately, the ceiling mould is a byproduct of another form of damage in your roof. Water has entered your roof line and has pooled in this particular spot of your ceiling. Painting over the damage in your ceiling will be a temporary fix. It's important the leak in your roof be tracked down or the damage will keep occurring and it will spread in your ceiling.
Observe the pattern on your ceiling, it looks like blooming clouds forming in a circular pattern. This is an indication that water has penetrated the ceiling gib and is slowly pooling in that spot. The next thing that will happen is that area will begin to slowly sag forming a catchment until the gib fails and water will start to fall through it.
I suggest engaging the services of a roofing specialist and see if they can track down the leak for you. Once the leak is repaired you can then start planning on repairing your ceiling. Generally, If the ceiling gib has not deformed yet a quick coat of primer and topcoat is enough to repair the damage. However, if the ceiling gib has deformed it will be necessary to cut away the damaged area and replace it.
