Welcome to the Bunnings Workshop community @leilacampbell. It's great to have you join us, and many thanks for your question about painting a chair.
For the base, give it a good scrub down with warm soapy water and a scouring pad. Flush with fresh water and then wipe down with mineral turpentine (which removes residual grease, oils and dirt) and allow to dry. You'd then be able to paint it with Dulux 300g Metalshield Epoxy Enamel Satin White.
The chair will be a bit more challenging as no paint is specifically designed to go over synthetic woven material. Of all the products, I'd suggest White Knight 310g White Satin Squirts Spray Paint as it is suitable for most plastics and pre-painted surfaces. Due to the nature of the surface, it's difficult to determine how long this coating will last, but I would suggest that it's the best product for this project.
