I ripped off some paint on the drywall with command hooks.
Previously I spackled it and did a bad sand job. Then painted it.
i have now sanded it down as I was not happy with the prior result. Want to get your opinion on what to do next. Do I spackle the whole thing? Or can I use something to maybe pry off the old spackle?

I'd suggest scraping off the old spackle with a Kango 100mm Joint Knife and redoing the patch.
As you're just filling a void where paint was removed, the spackle only needs to fill the void so there is no need to go any wider than this. This could mean the spackle might be as thin as 0.5mm thick.
Allow the spackle to dry, give the area a light sand with a sanding sponge and then paint the patch and an area around 300mm around the patch with a roller so you match the texture of the surrounding area.
Once painted over, the paint will blend the patch in with the rest of the wall.
