Typically, citrus leaf miners cause this kind of leaf damage. To prevent infestation, it's important to spray the plant with Pest Oil as soon as you see a flush of growth at the beginning of the growing season. This will prevent the moth from laying its eggs. At this stage, the damage has already been done, and the entirely distorted leaves can be removed. You can spray with Success Ultra, which is effective in controlling leaf miner within the leaves. Always follow label instructions.
