Once you've installed some drainage to remove excess water from the area, you can begin prepping it for your new lawn. The lawn appears to be not in the best condition, that's if it is still alive. The ground also looks quite compacted, so it would be best to aerate it and add new topsoil. Once you've done that, you can re-seed or lay turf.
Have you resolved the army beetle issue? If not, applying Richgro 2L Hose On Lawn Beetle And Grub Killa would be a good start.
