I want to replace a powerpoint plate as it is discoloured (removing it for painting that wall) but it appears it has been firmly grounted into the tiles and also painted into the wall. Attempts to pop it off have only resulted in me gouging holes into the plasterboard as you can see. So looking for guidance as to how I can safely remove the plate (the gouging is easily rectified). I'm thinking the round dots are possibly covering screws but finding them also difficult to remove. I've used a stanley knife around the wall side edges to cut into the paint to start but nervous about safest way to break the grout hold on the tile side. Any help appreciated.

You'd need to enlist the services of a qualified electrician to remove the powerpoint from the wall for you. That style of powerpoint does not have a pop-off cover plate, so having an electrician replace the whole powerpoint is the only option.

For the moment @DIYHaveaCrack, I'd recommend filling those gouges with plaster filler and sanding the area smooth. Paint your wall right up to the powerpoint. It doesn't matter if you paint on the plastic slightly as you can cut through the paint with a knife later. When the electrician comes in and replaces the powerpoint, you can then mask it up and touch up around it with your paint if needed.
